The Congress implementation of the Digital Millennium Copyright Act has prohibited the production, dissemination, and use of circumvention technologies. This has led to the hindering of cryptologic research and the general perceived violations on fair-use and free speech.

Another issue is the government initiative to regulate cryptography. The outcome of this phenomenon may lead to the infringement of personal privacy on an unprecedented scale.
