Why Johnny Can't Tell Right from Wrong

Defining good behavior on the net boils down to three distinct but interrelated questions: None of these questions have easy answers, and like everything else in this field, the answers evolve as the technology changes, and as people find new and creative ways to misbehave with the technology.

The question of what is legal is defined by national and state laws, international treaty, and usage policies of Internet Service Providers (ISPs), including companies and universities. These policies reflect the interests and values of the organizations that define them. They can be deeply controversial, especially for universities, where intellectual freedom is held as a primary value. As of September 2006, Duke does not have a clear and specific Acceptable Usage Policy (AUP), only a broad statement of principles.
